The size of the tea bag is left to you to determine. After you determine the size you want you can fold the cloth over and cut out the size and shape. Begin by sewing up both sides four fifths of the way up and leaving the top open; you will need to fold over the remaining fifth for the drawstring. Then you can fold the top fifth over and sew it, leaving an opening through which the string can be slid. Place the string inside until it comes out of the other end. Then fill the tea bag with your tea of choice and close off the bag.
